Status of Casino Gaming in Latin America 2017

from Gaming & Leisure Magazine
Fall 2017

In this issue’s Global Road Trip, we’re fortunate to catch up with Francisco Vidal, COO - Director of Operations at Sortis and Golden Island Casinos in Panama.  Mr. Vidal provides us with insight on the Latin American gaming industry gained from a lengthy career in the international casino market, much of that based in Central America.

Gaming & Leisure Magazine
Fall 2017
[G&L]  What is the anticipated growth of land-based casino gaming in Latin America?

[FV] From my point of view, if we are looking for growth opportunities, they depend on the evolution of the gaming legislation in both Mexico and Brazil. In the case of Mexico, although they have a lot of casinos with bingo and electronic gaming devices spread around the country, full fledged operations that include a good offer of table games and poker is almost non existent, so if they regulate with common sense and a long term view, without doubt, the country will get many more investments on the sector and of better quality (even the blue chip operators could get interested in starting operations there). Regarding Brazil, it is the sleeping giant, I have been invited to the Brazilian Gaming Congress in Sao Paulo the next 25-27th of June 2017, and it will be interesting to see how the process of liberalization of the gaming industry is evolving, if there is any real advance or endless talks that lead to nowhere, depending on the direction that the country follows it could have a huge impact in the rest of the continent. The rest of the countries of the region: Colombia, Peru, Argentina, Chile and the small ones, although they have relatively developed markets, their potential for growth is much more limited.

Mr. Francisco Vidal
[G&L]  How is the market impacted by online gaming?

[FV] At the moment, I do not see that online gaming is impacting too much land based operations in Latin America, compared to western Europe or the USA, the penetration of the internet has a lot space for growth, and apart from that, the legislation on most countries is non-existent or in its infancy. Most probably in the next 5 years, many countries will liberalise online gaming and some companies (especially the more sophisticated ones) will implement an omnichannel strategy, the same thing that we can see now in United Kingdom or Spain, where gaming companies with land based operations are trying to capitalize on their presence on the different channels, that thing happening in Latin America will depend in the end on the direction in which the different countries will go regarding online gaming regulation.

[G&L]  Is illegal gaming a significant issue in Panama and Latin America?   What is being done to
combat it?

[FV] In the case of Panama, because of its strong tradition (there has been in the country casinos for many years), and highly regulated market, illegal gaming is not such a significant issue; there are some illegal poker games and some slot machine parlours scattered around the country that do not comply with the gaming legislation, but I do not see them as a threat to the legal operators. Regarding the Latin American context, in my opinion you can not generalise, but as a principle in those countries in which a good offer exists (full fledged casinos and gaming rooms), illegal operators do not have much space to position themselves; and the contrary, so you are going to find those kinds of business in countries such as Brazil, Venezuela, Ecuador; countries in which there is a demand for gaming that is not attended by professional operators. Being honest, it challenges my common sense the lack of vision of most politicians when we talk about gaming prohibition, for me is a complete waste of time, effort, and resources.

[G&L]  Is there cooperation between neighboring countries to fight illegal gambling?

[FV] There are several events per year in which gaming agencies of the different Latin American countries meet and discuss this issue, but there is a huge gap between those conversations and real cooperation, most probably there are many other priorities such as money laundering, the fight against terrorism, and the war on drugs, just to mention a few. What we have at the moment are mainly local initiatives, in which there is some degree of collaboration between the gaming operators and the local authorities (police, Ministry of Finance, etc.).

[G&L]  Are there programs in the region to combat gambling addiction?

[FV] In the last years we have seen some advances on this front, the casino associations of most countries in the Latin American region are organising workshops and conferences that discuss the issue of problem gambling, and in some jurisdictions we have some regulations that try to protect the gaming customers. From my point of view, there is a lot of room for improvement especially from the side of the land based and online operators, it would be interesting to see a more proactive attitude from the part of the established players in the region regarding the information about the gaming products that they offer their customers (house edges of the different bets on table games, slot volatility, operational procedures, etc.), the way in which their floor employees are trained, and the controls they put in place on the floor (the slot machines are connected to online systems that track the player behaviour) in order to see when players are deviating from their regular patterns of play and what actions to take according to the data.

[G&L] What are your responsibilities as COO - Director of Operations at Sortis & Golden Lion Casinos?

[FV] This COO position is kind of a hybrid role, I am in charge of the day to day operations of the casinos (the casino managers report directly to my position), and at the same time, most of the support areas: Finance, Human Resources, IT, Marketing, etc., report to me as well. It is a very interesting position because you can see the business from many different angles with all the learning that this implies, one minute you are having a conversation about which are going to be the limits on Baccarat, the next you are running a meeting in which it will be discussed the marketing plan for the next month and you could finish your day talking with the IT manager about the possibilities of using wifi technology to connect the slot machines to the casino management system. In summary, a role in which you can develop yourself fully as a casino executive and learn a lot, which in the end is what keeps me illusioned every day.

[G&L]  How many casinos are under your direction?   Are they all within Panama, or spread out geographically?

[FV] At the moment, we have 3 casinos in Panama City, each of them in a different sector, the main one (Sortis) in Obarrio, and then the 2 Golden Lions, the first in El Dorado and the second in Marbella. The Sortis Casino is targeted to the mainstream customers, is the kind of casino that caters to a broad segment of players, apart from the mandatory slots and table games, it has a very nice Bingo area and the best poker room of the country; we run there the biggest tournaments in town, this year in March we organised the Pokerstars Championship for example. The Golden Lions, even though, they have an offer that appeals to all types of customers, is got a special focus on the chinese community of the city.

[G&L]  Could you give us a bit on your background in the gaming industry?

[FV] Well, my career is divided in four stages clearly differentiated, the first as a casino dealer in both London and Las Vegas, after that comes a period as a floor manager in several casinos in Spain (up to this point I saw myself as a tourist in the casino business), on 2001 I was offered a management position in a casino in Dominican Republic, and from that point there was no coming back for me, It was the beginning of an almost 10 year period as a full casino manager both in the Caribbean and Peru. The last stage, is the current one, it was initiated on 2010, I call it the “corporate” phase, in which I have taken several positions as COO and Country Manager in Panama, Mexico, Croatia and Spain for the main Spanish gaming groups (Cirsa, Codere, LGG). Nowadays, I am back in Panama (my first experience here was between 2010 and 2012), enjoying a new challenge in this beautiful city, surrounded by a team of brilliant professionals ready to disrupt the status quo of the industry. In summary, I have touched in my life around 40 casinos, in 8 countries and for 8 different gaming companies.

[G&L]  How does gaming in Panama compare to other parts of Latin America?

[FV] I have worked in Latin America for around 15 years now and I can honestly say that today Panama City is the most complicated casino market in the region, the competition is brutal, most of the casinos have seen their numbers decline in the last 5 years, some of them are operating at a loss (negative Ebitda), and the situation will not change any time soon; who´s going to survive is everyone's guess. In my case, I am pretty happy in this business environment, if you are a real professional, this is a place in which you can show your real capabilities and skills to a great extent. Compare to other Latin American markets, Panama is got a lot of flexibility in terms of the kind of activities and commercial incentives that you can offer to your customers, so there is a lot of space to use your imagination and be creative.

Gaming & Leisure Magazine would like to thank Mr. Vidal for his participation in this interview.

An Interview with Per Jaldung, Chairman of the European Casino Association

from Gaming & Leisure Magazine
Spring 2017

It is a sincere pleasure to have the opportunity to speak with Mr. Per Jaldung, Chairman of the European Casino Association on the organization’s role in European casino gaming.

Gaming & Leisure Magazine
Spring 2017
G&L: Can you give us a bit of a background on the European Casino Association (ECA), when it
formed and how it’s grown over the years?

PJ: The ECA was founded in the early 1990s as the European Casino Forum, which later developed into the European Casino Association (ECA). We have since grown steadily and today our membership spans across nearly all European Union (EU) Member States, as well as Switzerland, Serbia, San Marino and Montenegro. We are proud to represent the interests of approximately 900 casinos and more than 70,000 employees in 26 countries across Europe.

G&L: Which EU Member States have the largest land-based casino presence?

PJ: The largest number of casinos amongst our members is in France, followed by the Czech Republic and the UK. However, this is not a reflection of market success, but very often depends on the amount of casino licenses/ concessions provided through the respective national legislation.

G&L: Where in the EU do you see the greatest growth in casino gaming in the next five years?

Mr. Per Jaldung, Chairman
European Casino Association
PJ: That is very much dependent on the regulatory developments in the different countries. The gaming market in Europe is in general a very mature one and growth very much depends on the issue of new licenses and new products, as well as the termination of unlicensed gaming offers.

G&L: How active is the European Casino Association in driving innovation in Responsible Gambling? Do you see any changes in RG in the foreseeable future?

PJ: Responsible Gambling is a cornerstone for the land-based casino industry that the ECA represents. For the ECA, responsible operation of casinos is essential, both in terms of credibility as well as reputation of individual operators and the whole sector. ECA members have introduced an array of effective responsible gambling measures and processes that cover issues such as addiction prevention, employee training and cooperation with counselling and treatment institutions. The ECA is very active in encouraging the exchange of best practices between our members, which drives the dissemination of effective measures and practices in responsible gambling.

The topic of Responsible Gambling is nowadays extended to include advertising and sponsoring.

G&L: In February 2016, the ECA and the American Gaming Association (AGA) formed an alliance to combat illegal gambling. What are the issues the alliance intends to address?

PJ: As you say, we formed a partnership with the AGA earlier this year to jointly tackle illegal gambling. It is our common view that illegal gambling must be tackled to guarantee the safety of our consumers, prevent underage and problem gambling and, more importantly, to keep gambling free from crime. Besides putting pressure on policy-makers to take sustained action, we will share information and endeavor to reduce the demand and supply for illegal gambling.

G&L: How can EU Member States cooperate to address illegal gambling?

PJ: In our view, the Member States with the support of the EU institutions have a major role to play. There are a number of tools already available that combined can make a strong contribution to tackle the problem. These are tools such as payment blocking, IP blocking and advertising bans. The creation of white lists and black lists that identify legal and illegal operators have also proven very useful to inform consumers, banks, media and internet service providers.

G&L: With land-based casinos, EU Member States have had the right to determine what gambling services can be provided in their jurisdiction. How is this impacted with the rapid growth of online gaming? Will EU countries be able to retain similar control?

PJ: Without a doubt online gambling has taken off over the last years and grown substantially. Our concern, however, is that providers often do not have a license/concession in the countries they target and where they provide their services, which many times illegally sidesteps applicable national legislation. This is worrying as these operators do not always take the same approach to responsible gambling that is common in our industry on a national level.

However, EU countries are certainly able to retain control of all gambling services provided within their national borders, including online gambling. For this, a comprehensive and collaborative approach between all EU Member States and use of effective tools is necessary.

G&L: Again with online gaming, can you explain the ECA’s Member State approach of technical approximation?

PJ: The ECA strongly supports an increase in technological and security standards, and indeed land-based casinos are often at the forefront of this. In our view, it is important to improve knowledge-sharing and find common ground on technical issues between operators and regulators to improve cooperation toward better consumer protection and public order standards. It should, however, not be the aim to achieve blank European-wide harmonization and/or liberalization that risks lowering established national standards, which are necessary to ensure a controlled and responsible gambling environment.

G&L: Could you give us a bit of background on the European Dealer Championship and the ECA’s role with the Championship?

PJ: The European Dealer Championship (EDC), which has been organized by the ECA since 2007, gives European dealers the opportunity to showcase their skills and professionalism to a wide audience. The EDC has grown to become a well-recognized event that brings together Europe’s best dealers in a great competition. In 2016, the championship’s 10th anniversary event was held in Breda (Holland) to coincide with Holland Casino’s 40th anniversary. Next year, in 2017, we will hold the event in May at the stunning Hippodrome Casino in London.

G&L would like to thank ECA Chairman Per Jaldung for his time and contribution to this interview.

International Road Trip :: Interview with Richard Schuetz, Bermuda Casino Gaming Commission

from Gaming & Leisure Magazine
Winter 2016 / 2017

Known for it’s pristine beaches and crystal clear waters, exotic Bermuda has welcomed sun-seeking tourists for many years.  Offering a welcoming, friendly culture with unsurpassed scenic appeal, the tropical island may soon be introducing casino gaming to the mix.

Gaming & Leisure Magazine
Winter 2016-2017
In recent weeks, I have had the priviledge to visit Bermuda and meet with Richard Schuetz, Executive Director of the Bermuda Casino Gaming Commission. I appreciate the time Richard has given to discuss the status of gaming on this tropical paradise.

[G&L]  You've had an extensive background in gaming.   Could you give us a bit on your global experiences in Casino gaming?

[RS]  I started in the casino business as a college student in Reno, Nevada in the early 1970s, dealing at Harrah’s from nine at night until five in the morning. Since that beginning I have worked in gambling in Reno, Tahoe, and Las Vegas in Nevada; Mississippi, New Jersey, Minnesota, and Louisiana in the United States; and in numerous jurisdictions around the world as a consultant.  On the academic side I have been lucky enough to teach Casino Management and Regulation in Macau and also in Switzerland, as well as numerous locations throughout the United States

Richard Schuetz
Executive Director
Bermuda Casino Gaming Commission
[G&L]  At the moment gambling and casinos are prohibited in Bermuda.   When did the push for legalized gaming begin?  What is the current status?

[RS]  It appears that the legalization of gambling in Bermuda has been a discussion topic for several decades.  It was finally legalized in December 2014 with the Casino Gaming Act.  The public policy goals of this legislation were to increase employment, investment and enhance the tourism product of the Island.  I was brought on board in September 2015 to establish the regulatory framework.  Since then my primary task has been to develop a series of amendments to the Act to cause it to be quicker to market, less expensive, demand fewer regulatory resources, while also making it more business friendly to the operators.  Once we get these issues with the Act resolved, we will address the regulatory package, and initiate the RFP process.

[G&L]  There are various national casino models that have been considered.  What is the most likely model under consideration?

[RS] Bermuda’s model is for integrated resort casinos, of which up to three will be allowed.  The participants can be an existing Island resort with over 200 hotel rooms, or new developments.

[G&L]  The church has a strong presence in Bermuda.  Has there been much interaction with the Church?

[RS] In our discussions with the different thought leaders on the Island we have made an effort to point out that there is currently a substantial amount of illegal gambling taking place on the Island, as well a great deal of gambling jobs, investment and tax revenues being exported off of the Island by way of Bermudians visiting North American and Caribbean casinos, and through the Internet.

Our position that regulated gaming is better than unregulated gaming appears to be gaining traction. Also, a substantial trial for Bermuda currently concerns unemployment, and we believe that the development of a well-regulated integrated casino resort industry, and the jobs it creates, will definitely improve the social welfare of the Island, and this benefits all Bermudians.

[G&L]  Will, or should the locals be allowed to gamble?

[RS] There is nothing in the Casino Gaming Act that precludes Bermudians from gambling.  Whenever I have been approached on this topic, I always ask if the individual believes that Bermudians are incapable of making a good decision regarding enjoying this form of entertainment, or whether they should not be allowed to make this decision.  No one has ever answered that question.  We will also offer, as a part of our regulatory regime, a robust problem gambling program to mitigate and minimize the social costs imposed by the introduction of casinos.

[G&L]  How many casino properties are being considered?

[RS] The Act allows up the three integrated resort casinos.

[G&L]  Where will the casinos pull most of their guests from?

[RS]  The vast majority of tourists to Bermuda are from North America, and we see the introduction of the integrated resort experience enhancing their enjoyment of the Bermudian experience.  We also believe that we will gain a retail component from the locals, and because Bermuda has the fourth highest per capita GDP in the world, there is also higher-end potential.

[G&L]  Are Sports Books expected to be a part of the gaming mix?

[RS]  I hope so.  Because of our proximity to the Eastern US, I believe that sports betting could be an important revenue and marketing tool for the Island resorts.  While we currently have betting shops on the Island, the regulatory and tax structure would have to be fundamentally changed, and we are currently addressing that possibility with the government.

Gaming & Leisure Magazine would like to thank Richard Schuetz for his time and contribution to this discussion on casino gaming in Bermuda.

THE EXTREME 19TH

The now world famous Extreme 19th is the world's longest and highest Par 3, providing every golfer with an unforgettable golfing experience. Accessible only by helicopter, the hole is situated on the top of Hanglip Mountain with a 361 metres shot to the green situated 400 breathtaking metres below the tee.

Once the exhilarating helicopter flight to the top of this mystical mountain is completed, the player is treated to the golfing view of all time – miles of African bushveld stretching as far as the eye can see, a vista of epic proportions, and nestling at the foot of the mountain is the green - contoured and shaped like the African continent. There is nothing like it anywhere else on planet golf!!
